Stiftungen in ganz Europa sind hinsichtlich ihrer Fokussierung, ihrer Ziele(), Vorgehensweisen und rechtlichen Strukturen sehr verschieden. Einige sind ausschließlich operativ (sie entwickeln ihre eigenen Programme und suchen passende Finazierungsmöglichkeiten für ihre Aktivitäten), während andere Einzelnen, Organisationen oder Projekten Beihilfen gewähren.
